Number of Americans in poverty hits record high

President Obama last week launched a new jobs plan to try to increase employment opportunities

US Economy

* US: From boom to bust explained Watch
* Could US stagnate like Japan?
* Obama unveils $450bn jobs package

The number of Americans living in poverty rose to a record 46.2 million last year, official data has shown.

This is the highest figure since the US Census Bureau started collecting the data in 1959.

In percentage terms, the poverty rate rose to 15.1%, up from 14.3% in 2009.

The US definition of poverty is an annual income of $22,314 (£14,129) or less for a family of four and $11,139 for a single person.

The number of Americans living below the poverty line has now risen for four years in a row, while the poverty rate is the biggest since 1993.

Poverty among black and Hispanic people was much higher than for the overall US population last year, the figures also showed.

The Census Bureau data said 25.8% of black people were living in poverty and 25.3% of Hispanic people.

Its latest report also showed that the average annual US household income fell 2.3% in 2010 to $49,445.

Meanwhile, the number of Americans without health insurance remained about 50 million.

The data comes as the US unemployment rate remains above 9%.

President Barack Obama last week launched a new $450bn job creation plan.

He wants to fund huge construction projects, schools and services, while giving tax cuts to workers and small businesses to boost recruitment.

However, his plans require backing from Congress, where Republicans - who control the House of Representatives - have voiced their opposition.

US-Guatemala relations

"Guatemala's beauty and strength of identity have not been accompanied by cohesion and prosperity. In 1996 it emerged from a 36-year-long civil war which pitted leftist, mostly Mayan insurgents against the army, which - backed by the US - waged a vicious campaign to eliminate the guerrillas.

More than 200,000 people - most of them civilians - were killed or disappeared.

Despite an official finding that 93% of all atrocities carried out during the war had been committed by the security forces, moves to bring those responsible to account started only after a long delay.

Social inequality is a major feature of Guatemala. Poverty is particularly widespread in the countryside and among indigenous communities.

Illiteracy, infant mortality and malnutrition are among the highest in the region, life expectancy is among the lowest and, in common with many of its neighbours, the country is plagued by organised crime and violent street gangs. It is a major corridor for smuggling drugs from South America to the United States.

Despite talks and international mediation, a long-running territorial dispute with neigbouring Belize remains unresolved. Guatemala lays claim to thousands of square kilometres of land."

Guatemala STD tests 'may have infected 2,500'

Treponema pallidum, the bacteria that causes syphilis in man Hundreds of people were infected with syphilis bacteria during the experiments

Related Stories

The extent of US medical experiments in Guatemala on STDs during the 1940s is greater than previously thought, health authorities have told the BBC.

The number of infected people could be as high as 2,500, says the president of the Medical Association of Guatemala.

According to a US report released on Monday, 1,300 Guatemalans were infected without their knowledge to study the effects of penicillin.

US scientists knew they were violating ethical rules, the report found.

There is also enough evidence to conclude there was collaboration between US and Guatemalan authorities at the time of the tests, Carlos Mejia, a member of the commission established by the Guatemalan government to investigate the experiments, told BBC Mundo.

At least nine Guatemalan doctors were involved in these experiments, he said.

Eight of them have already died, but authorities still do not know the whereabouts of a ninth, who would now be over 90 years old, he added.

The commission's final report is due in October.

Many of the same US government scientists who carried out the Guatemalan tests had sought consent from participants in an earlier study in the US.

'Nazi-like'

The US Presidential Commission for the Study of Bioethical Issues had said some 5,500 Guatemalans were involved in all the research that took place between 1946 and 1948, with a view to applying the results on US troops stationed around the world.

Of these, some 1,300 prisoners, psychiatric patients and sex workers were deliberately infected with syphilis, gonorrhoea or another sexually transmitted disease, chancroid.

Concentrations of bacteria were injected into the eyes, the central nervous system and male genitals. Mr Mejia says this was behaviour very similar to that of the scientists in Nazi Germany.

"It took place in the context in which they [the United States] were judging the German doctors who had been experimenting with typhus and malaria on prisoners of war. The Nazis used Poles, Russians and Jews, while the Americans made almost the same use of Guatemalans," he says.

Of the group of 1,300, only about 700 received some sort of treatment.

According to documents the commission had studied, at least 83 of the 5,500 subjects had died by the end of 1953.

The commission was unable to say whether any of those deaths were caused directly or indirectly by the deliberate infections.

US President Barack Obama set up the commission when academic research carried out on the experiments by US government scientists first came to light last year.

He also apologised to his Guatemalan counterpart, Alvaro Colom, saying the acts ran contrary to American values.

Earlier this year, a group of Guatemalans who were involved in the study announced they were suing the US government over the affair.

breakthis: Some presidents were just better than others.
Health Benefits: 1. Cancer There is a lot of unfounded rhetoric that states smoking pot can cause lung cancer because your inhaling smoke, like cigarettes. This simply isn’t true. Cigarette smoke causes cancer because the tobacco is radiated whereas marijuana isn’t. In fact, the American Association for Cancer Research has found the marijuana actually works to slow down tumor growth in the lungs, breasts, and brain considerably. 2. Seizures Marijuana is a muscle relaxant and has “antispasmodic” qualities which have proven to be a very effective treatment of seizures. There are actually countless cases of people suffering from seizures that have only been able to function better through the use of marijuana. 3. Migraines Since medicinal marijuana was legalized in California, doctors have reported that they have been able to treat more than 300,000 cases of migraines that conventional medicine couldn’t through marijuana. And that’s NOT just because it’s easy to fake having migraines, right? RIGHT?! 4. Glaucoma Marijuana’s treatment of glaucoma has been one of the best documented. There isn’t a single valid study that exists that disproves marijuana’s very powerful and popular effects on glaucoma patients. Beat that, DEA! 5. Multiple Sclerosis Marijuana’s effects on multiple sclerosis patients became better documented when former talk-show host, Montel Williams began to use pot to treat his MS. Marijuana works to stop the neurological effects and muscle spasms that come from the fatal disease. 6. Tourette’s and OCD Just like marijuana can treat seizures and multiple sclerosis, marijuana’s effects slow down the tics in those suffering from Tourette’s, and the obsessive neurological symptoms in people with OCD. 7. ADD and ADHD A well documented USC study done about a year ago showed that marijuana is not only a perfect alternative for Ritalin but treats the disorder without any of the negative side effects of the pharmaceutical. 8. IBS and Crohn’s Marijuana has shown that it can help with symptoms of the chronic diseases as it stops nausea, abdominal pain, and diarrhea. 9. Alzheimer’s Despite what you may have heard about marijuana’s effects on the brain, the Scripps Institute, in 2006, proved that the THC found in marijuana works to prevent Alzheimer’s by blocking the deposits in the brain that cause the disease. 10. Premenstrual Syndrome Next time your girlfriend is complaining that you smoke too much weed, hand her a joint. Just like marijuana is used to treat IBS, it can be used to treat the cramps and discomfort that causes your girlfriend to lash out at you. Using marijuana for PMS actually goes all the way back to Queen Victoria. Health Benefits:
